Context

Chile's Electoral Service (SERVEL) awarded the Electoral Integrity System (SIE) to EVoting through a public tender: an independent system that counts the same tally sheets as the official system, but on its own, as a backup and cross-check. A third system automatically compares both counts; if they match, results are published — so the country never depends on a single system to trust its results.

Challenge

Verifying 100% of the country's polling stations in real time —not a sample— means processing and validating every tally sheet as it arrives, over the course of a single election night, for a roll of more than 15 million voters and peaks of up to 50,000 simultaneous users checking results.

Solution

The SIE receives and validates every digitised tally sheet, processes results by applying each election's rules, and publishes turnout, polling-station progress and results by territory, updated every 15 minutes, for SERVEL, the press and the public. Ahead of each election, the system goes through load tests at 10% and 100% of the country's scale (45, 30 and 15 days out), and on the eve of election day it is sealed and frozen to verify nothing has been altered.

Results

The SIE has been used in 5 consecutive elections alongside SERVEL, verifying 100% of the country's polling stations in real time over a roll of more than 15 million voters, with peaks of up to 50,000 simultaneous users at the moment of highest demand.
