French citizens abroad in the 5th constituency —which includes Spain, Portugal, Andorra, and Monaco— will be able to vote online in September and October 2025, within a system validated for security and increasingly in use.
France will reactivate internet voting for the by-election in the 5th constituency of French citizens abroad. The official portal will be open from September 19 to 24 and from October 3 to 8, with online assistance and access through personal credentials sent by email and SMS.
E-voting for French citizens abroad was introduced in 2012 and, in the 2024 legislative elections, reached a record with more than 410,000 online votes in the first round. This modality is limited to legislative elections abroad and consular elections, and does not extend to presidential, European, or referendum votes.
The digital channel is deployed under prior security checks and evaluations, with independent audits and institutional oversight aimed at protecting ballot confidentiality, system integrity, and the traceability of vote submission.
